Before you start
Diameter at breast height is the trunk width at the specified measuring point. Measure the circumference at 137 centimetres above ground and divide by 3.14. The page also gives a 47-centimetre-circumference screening example; use the stated 15-centimetre-diameter threshold when near the boundary and confirm with Forestry.
Dead, high-risk, ash and buckthorn removals still need permits but are fee-exempt under the detailed cost section. A true immediate-danger emergency can be exempt from advance permitting, but the owner must notify the town as soon as possible. Do not treat an ordinary unwanted tree as an emergency.
Rules and exceptions
- A high-risk or development-related removal needs a certified-arborist report. A representative needs the owner’s authorization; a boundary-tree application needs the neighbour’s signed consent.
- For a healthy tree, the replacement condition is one tree per 10 centimetres of diameter removed, with a $300 security deposit per replacement. Final inspection is required before the deposit is refunded.
- Replacement planting belongs on the same property when space allows. Cash in lieu is only considered where on-site space is insufficient.
- Minimum replacement size is 30 mmcaliper for a deciduous tree or 150 cmtall for a conifer in the specified container/root-ball forms. Cedar only replaces a cedar approved for removal.
- An inspector contacts applicants within five business days to arrange a site visit. After approval, collect the permit with fees, deposit and signed decision letter. Post it visibly from the road for the five days before removal and on removal day.
- Hire a town-licensed professional arborist. Town employees do not remove private trees.
