Before you start
The municipal right of way includes more than the traffic lane. It includes town-owned road allowances, public walkways and certain municipal parking or utility land. A project on the front edge of a property can therefore involve town land even when it looks like part of a lawn or driveway.
Select the permit by activity rather than by the contractor’s name. Development Engineering handles excavation, new or modified driveways and minor or major temporary street occupation. A building approval or private-property permission is not presented as a substitute for permission to use town land.

Rules and exceptions
- A construction closure needs both Temporary Street Occupation and Road Closure permits, processed through one online application. Submit at least 20 business days ahead.
- An oversized or overweight vehicle move requires a permit when the combined vehicle and load exceed Highway Traffic Act limits. Single-move and annual options are available.
- Temporary business signs on a BIA road allowance have a specific application. Other sign types use the separate Sign Permit process.
- A patio permit may be required for merchandise or display items on town land, not only for restaurant seating. Additional fees can apply for parking-stall occupation.
- A special event on municipal roads requires the Municipal Right-of-Way event application, and all special events also need a special-event application.
- Fees depend on the current annual schedule. No guessed flat price or approval date is supplied.
